Permit, General Contractor?

Im opening a barber Shop in Pembroke Pines Florida. I went to get the Occupational License from the City and they told me that i have to get a General Contractor to do a drawing for me. Why would i need a General Contractor when all i need to do is add a Sink so people can wash their hair. Im not going to do any construction or anything else.
Can i do the drawing myself? Please help,
